New top-level tabs

The portal tabs have been modified

Briefly, again: the "portal tab" elements formerly appearing as "Home, Browse, Download, Contribute, Follow" are now replaced by "Home, Places, Downloads, Changes, Docs". The benefit for users is consistent highlighting of the proper tab when browsing the site and more direct access to documentation and pages about places.
