Thugga/Tokai? (Dougga) is an ancient site in Tunisia with a rich heritage that includes Numidian-Berber, Punic, ancient Roman, and Byzantine phases. The city's Roman phase is particularly well preserved and UNESCO listed the site as a World Heritage Site in 1997.

Some scholars associate it with the island known today as Shetland, but the geographic association even in antiquity (when it was more than just a rhetorical term) varied (see further Todd in New Pauly).
